This hill, like Strawberry Hill, is made of the dirt excavated to build the lakes. Unlike Strawberry Hill, this is on the border of Camp Victory. The apartment complex down the hill is actually outside the boundary and is known as "sniper alley". It's a little scary up there, but it's been quiet for a long time. There are great views of the Camp from up there.
